There are restrictions for a server without activate RDS-lisencing server.

You cant enable multiple rdp-sessions from registry. 

HKEY_LOCAL_MACHINESYSTEMCurrentControlSetControlTerminal
Server

Find a value fSingleSessionPerUser and set it to 0
Problem solved.
